I haven’t come across this before - it is due to a safeguard against spam from a new user / bot who hasn’t engaged at all. Once you’ve interacted with the site for a few more minutes, it unlocks automatically.
To fix it for you just now @PaulaGeorge I’ve bumped you up to Trust Level 1, and made this apply to any new members of @clinical-portal-suite-collab.
