Of course we never consented for this purpose which makes taking action a policy decision without a way to consent for it - agree that they form a really rich and useful “data set” for us as a country.

Yes, but the HIPC (Schedule 3) does allow, as a permitted secondary purpose, the use of Guthrie cards to carry out research for which approval by an ethics committee and the Ministry of Health has been given.

Maybe this is another social license test for thinking about - does the public know these cards exist and the controls (interesting that it is ethics + MoH)
