The WHO smart vaccination certificate project

Hopefully this, along with other initiatives (e.g. https://www.fastcompany.com/90594097/how-to-prove-you-have-received-covid-19-vaccinaton) will adopt these emerging standards…

Why stop with COVID-19? This could be a generic health card for all immunizations.

There are a few competing/supporting/overlapping efforts - https://thecommonsproject.org/commonpass

Absolutely, Anthony Benson

Aligning to elements of the patient profile would be pretty efficient too.

AK, How does this link with Common Pass and IATA initiatives? Jim Brown

WHO SVC will set the basic requirements that implementers will need to follow. Common Pass is essentially replaced by the WHO work, while we expect IATA digital wallet will be made a conforming implementation

Very interesting paper. One thing that’s certain is when international travel resumes, the additional requirements of carriers and border management will make it more burdensome for everyone involved - particularly when coupled with the post 9/11 security landscape.

Great to see the following…

• HL7 FHIR R4 has been decided upon as the health data standard for expressing the SVC core data set
• The HL7 FHIR International Patient Summary (IPS) Implementation Guide (IG) has been chosen as the “reference” data model for the SVC IG, with profiling as necessary to support the cardinality and coding decisions related to the SVC core data set

Not so pleasing that ’ The normative base code system for the SVC is ICD-11’. However, it looks as if SNOMED CT concepts can be used as well. I’ve finally tracked down the ICD-11 Extension Codes for the COVID-19 Vaccines, but has anyone actually implemented ICD-11 yet?

Peter Jordan you’ll see it’s a parking lot question as to how a FHIR composition resource gets through the eye of a needle and into a QR code without blowing its space budget

A few Kiwis are involved with this WHO project to develop a common set of specifications for a digital COVID-19 vaccination certificate that provides (1) proof of vaccination at the border/door and (2) continuity of health care: https://www.who.int/groups/smart-vaccination-certificate-working-group

As one of the participants, I attended working group calls last week to begin defining use cases and a minimum data set.

WHO is developing guidelines and infrastructure for paper/digital COVID proof of vaccination certificates. Nothing published yet but plenty of useful commentary, including this from Gartner https://www.gartner.com/en/documents/3995810/digital-covid-19-vaccine-certificates-the-road-to-a-new-

The FHIR Community already has solutions for this, e.g.

An interesting, but not altogether surprising, change of tack from the WHO…
