Philippine Identification System empowers citizens to exercise rights and allows access to services | OpenGovAsia

Intersting approach for a single national identity to make it easier to access services, something to think about.

Thanks for sharing Eileen. Interestingly enough I’m seeing this as a bad thing if implemented in NZ. We don’t have the same issues with fraud, corruption etc that many other places do, and I can tell you from experience how hard these things make life for the average citizen. India has the concept of a “ration card” that was supposed to make life easier for poor people and provide a national ID. The amount of fraud and corruption resulting from this is immense. And the problems you face if you lose that piece of paper - or just don’t have one - are immense. It can block every official action (there are a few in India!). So I had to present one each time I moved, wanted a gas connection, wanted a drivers license, get married, apply for a govt job… etc etc etc… I paid through the nose each time - none of that money went to the goverment…

Thanks Tasneem always good to get different perspectives. I remember the idea of a national identity card was raised in UK when I still lived there not popular with the general public. I always like to understand what others are doing and why that approach. For me it always comes to back to what problem are we trying to fix and why. That should in essence help drive the right discussion.

Sounds like what some EU countries have already, as I’ve lived in a few - Austria system is linked to all sorts of service providers: http://www.buergerkarte.at/en/applications-card.html. Obviously, the national EHR - ELGA is one: https://www.bmgf.gv.at/home/EN/Health_care_services/ELGA/. Estonia is another story…

It’s an issue that governments and their citizens have wrestled with for some time. Given what’s happening in the Philippines at the moment, I suspect the uptake there is going to have challenges. Also raises issues of opt-in vs. opt-out and the age of consent for making that call.
