Correlating Internet performance issues doesn’t strike me as new. For example Akamai have a simple tool at https://www.akamai.com/uk/en/solutions/intelligent-platform/visualizing-akamai/real-time-web-monitor.jsp and Checkpoint’s one looks pretty nifty at https://threatmap.checkpoint.com/ThreatPortal/livemap.html. I do agree this is a great way to gain insights regarding significant events, though.
