Jo, I’m checking this with HL7 International’s Chief Standards Development Officer and will post the official line following the organisation’s recent re-envisioning exercise.
Standards require widespread adoption to be effective, therefore there is a utilitarian aspect to this (i.e. ‘the greatest happiness for the greatest number’). All indications are that the Global IPS, and local derivations such as NZIPS, will prove to be widely supported; hopefully without any government health warnings.
