The q_ote* is present in the current version (4.3.0) https://hl7.org/fhir/comparison-v3.html and the Release 5 preview 3: http://hl7.org/fhir/2020Sep/comparison-v3.html. Perhaps it’s just an oversight or error on the part of HL7?
I agree that unpopular and afunctional constructs are doomed. Conversely, I’m not sure that popularity is necessarily a good measure of whether something is suitable (or indeed health-promoting), especially in the longer term. Cigarettes were once hugely popular—and even promoted by doctors.
